Dear John & Peter,
I checked this one out with
David Franks of Blevins Franks who responded swiftly with the
following information. It does look as if your destiny lies in
your statutes.
It is good to have access to
reliable information such as this and apart from a substantial
(and legal ) presence in Spain by Blevins Franks there is also
the oracle of a book Guide to Living in Spain co-authored by
David Franks and Bill Blevins.
''The
General Meeting appoints the officers of the Community, and the
Statutes (which can be changed by a unanimous consent of the
owners) sets out how the Community is organised and might
include a clause prohibiting an owner from standing for office
where he/she owes unpaid charges.''
